BECKS CLEARED FOR ACTION. rOETHEE RUSSIAN LOSSES. PALLADA REPORTED SUNK. DESTROYER 2LCW3 UP. (Received 9.23 ajm~) LONDON, Angust 14. The Russian cruiser Pallada, 6500 tons, built in _899, is reported to be seriously damaged at Tsing-tau, in. Kiso-chau Bay. Tile German cruisers there have cleared for action. Their supposed object is to prevent the Russian vessels from leaving the port Other reports state that the Pallada has been sunk by the Japanese. It is reported by Renter's Agency that the cruisers Ashold and the Gromoboi, the latter belonging to the Vladivootok squadron, have arrived at Shanghai. The Aekold has claimed the right to remain, on the ground that she is unseattrorthy. The Russian destroyer Boorni has been beached and blown up to the south of the Shan-tung Promontory. Th, crew walked to the neighbouring British treaty port of Wei-hal-wei.

NEUTRALITY LAWS UPHELD.
LONDON, August 13.Germany is enforcing neutrality laws with regard to the Russian warships which have taken refuge at Tsingtao. They must leave after coaling for homewards, or disarm.
