The Prime Minister, Mr. Balfour, in reply to a question by Mr. T. Bowles with regard to the Malacca, said that the object of Great Britain's very strong remonstrance to Russia was to prevent a new incident, and the first which had occurred since the Treaty of Paris and the Treaty of London, from developing into one calculated to cause a great deal of strain between the two countries —a condition of strain which might easily be developed further. The actual arrangements, said Mr. Balfour, were in the nature of a compromise, and the British Government had obtained the whole of the substance of its contentions. Referring to the Knight Commander decision, Mr. Balfour declared that Great Britain adhered to her contention that the circumstances alleged, whether true or not, were no justification for the sinking of a neutral ship.
