NEW AMERICAN STATES.
NEW YORK, April 20. The American House of Representatives has passed a bill forming the territories of Arizona, New Mexico, Oklahoma and Indian Territory into States, on the legislative lines of the other States of the Union. [The soil of the United States not included within the boundaries of an individual State is divided into the five '"territories" mentioned above. Three of these have local Legislatures, but they are more directly under Federal control, and the Governor in each case is appointed by the President. The self-governing of all the States at the present time is dealt with in this way: The executive is confided to a Governor, and the Legislature to two elective chambers, while each State has its own judicial system.]
