With regard to the Russian threat to | Ihoot as a spy any correspondent found using wireless telegraphy, the "Times" is at present alone in receiving ether- , grams. i The "Time" correspondent, who is still aboard the steamer Haimum, which is subsidized by his paper, declares that j when operating on the high seas in neu- j tral waters his cipher is not recordable ■ either on the Russian cr the Japanese in- j Btruments. He trusts, he says, that the Powers i Till insist that Russia shall confine her : i threats to her own waters.
