(To the Editor.) Sir.—ls it probable that before' entering into the new contract for sanitary matters for 1904 the City Council will insert the following clause, •viz.: "That any nightman who deliberately empties urine from any sanitary pan or pans in the open reads, or empties any partlyfilled sanitary pan into another pan, and deposits that same "sanitary well-clean-ed pan,' that same night, on some unsuspecting person's premises, shall be fined not less than £ 10." And that if the contractor does not provide sufficient pans for the contract, he shall be liable to a heavy fine. Such a clause is I believe, very necessary. —I am, etc, - f % .
