CANADA AND WAR.
OTTAWA, February 27. Lord Dundonald, commanding the Canadian militia, in the course of a speech, said Canada had just approved of the establishment of a citizen army a hundred thousand strong. This was an object lesson, not without, its value in regard to the situation in the Far East. The lesson showed the difference between Powers who are ready and those who are unready for wax.
