Metalling, Kerbing and Channelling, and draining of .streets or roads within the limits of or bounding of the said Borough, the said Grey Lynn Borough Council hereby makes and levies a Special Kate of One Halfpenny in the Pound <vi tli.- Unl-ijiro-rect Value of all Ratable Property in the Borough of Grey Lynn; and that such Special I Kate -hall be an annual recurring rate during the currency of such loan, and be payable half yearly on the first day of March and- September in each and every year during the currency of such" loan, being a period of twenty one years, or until the loan is fully paid off.
