MOUNT LYELL RETURNS.
MELBOURNE, September 24
The Mount Lyell returns from August 20 to September 10 are as follows: Total quantaty of ore treated, 24,852 tons, in addition to 2115 .tons metal - bearing fluxes; converters produced 472 tons blister copper, containing—'Copper 407 tons, salver 42,7850_. The reduction in blister copper is prin'ciipally due to the limitation placed on the underground extraction at North Lye'll by the labour difficulties.

The State Premier has received a cable message stating that the • Constituttion Reform Bill passed last session has not been passed in accordance with the Constitution Act, that the statutory majority ha_ not been obtained in respect of some of its provi._o.ns, and that the bill will have to be put in proper form before it can receiive the Royal consent. Mr Irvine, cfter consulting various Constitutional authori-i- . is convinced, in view that the amendments adopted were only consequential, • that the. bill had been passed in accordance with folic Constitution Act; therefore he urges the Imperial authorities to sanction the measure.
