THE SUGAR BOUNTIES.
LONDON, November 29
Russia, in reply to Britain's invitation to adhere to the Sugar Bounties Convention, contests the right to impose countervailing duties on bounty-fed sugar. She is willing that The Hague Tribunal should arbitrate, regarding the contention that countervailing duties are an infringement of the commercial treaty.
