PROPOSED PARLIAMENTARY 5 REFORMS. >

MELBOURNE, this day

The State Premier, at Chines, outlined Government proposals for Parliamentary reform. He said that economic reform was impossible without constitutional reform. The Government proposed to reduce the number, of Ministers to six, the Assembly to sixty, and the Council to thirty, without reducing members' honorariums. This would save £13,500. The franchise for the Council would be broadened by adopting the ratepayers', roll. The Assembly would be given single electorates. Adult suffrage would be adopted.

Dealing with finance, the Premier, said the financial situation was grave. He intended to call Parliament together on the 27th -with a view «>•£ getting authority to meet the deficiency of £229,000 on the current year. Additional taxation was not necessary, and there was no need foe alarm. Treasury bv.nds would be issued to cover the deficit. There were too many Civil servants, and there would be no further appointments to* service, but no drastic measures in the shape of arbitrary dismissalwould be taken. He proposed to extend by half an hour the working time of Civil servants.
