LONDON, February 22. In the House of Commons in a debate on the naval estimates, Mr H. Arnold-Foster, Parliamentary Secretary to the Admiralty, announced • that it was proposed to introduce a Bill enabling the enrolment of naval reservists in every colony which was willing to comply with, the Admiralty's terms.

He stated that five submarine boats would be completed this year and it was intended to build more.

He indicated there would be extensive rearmament of the smaller battleships and larger cruisers with the most powerful modern guns. He added that next year 87 warships would be under construction, the Government's programme'being to maintain a standard of naval strength in excess of any two Powers' standard, and keep" the magazines full of armouivpiercing projectiles and ammunition.
