Mr Philip, the Premier, wired to Mr Barton prior to the introduction of the Kanaka Bill that the Government promised an( advance of one hundred thousand "for the erection ot sugar mills on the Johnstone and Russell Rivers. The " Government, believing that the 881 will. seriously affect -the industry, now .decline to prooeed with the-erection 'unless the Federal Government ,gu»rantee repayment of the loons.
