i M. Delcasse has assured the Powers that beyond the private claims France confines her action to up- ! holding treaty rights, and will evacuate Mitylene when she receives a guarantee from the Porte against procrastination. The circular has been favourably ! received. | The Porte has announced to M. !Pabst that authorisation has been given to rebuild and repair the churches, convents and other institutions, totalling 16, in various,vilayets. In pursuance of the Forte's order the seizure of the Mitylene customs by France was not resisted.
(Received 10 a.m.) ROME, November 8. The Italian fleet has been ordered to proceed to the Levant.
