Mr Fuller, a New South Wales member of the House of Representatives, in a speech, regretted New Zealand's absence from the Federation. lie held that New Zealand had thrown obstacles in the way.. Mr Barton interjected: "They have not done so. New Zealand-simply made certain suggestions, which were considered at the Conference."
