It is one of the most stringent rules .in the Imperial Service, after so many years, it becomes actionable in law. They could take their money to assist to pay for the casket and then reject them for the invite and Guard of Honour. If these men have become gocd citizens, it is their place to assist them; this is what the taxpayers get for their kindness.
