LONDON, May 28.
The ''Morning- Post"' states that the Yunnan Syndicate has secretly projected a loan, having secured the right to construct a railway from Seoul, the capital of Korea, to Pheng-yang. The French. Government supports the project. The contract awaits sanction by the Emperor of Korea.
