LONDON, March 4,
In order ;to encourage Hung Chang to sign the Manehurian Convention, De Giers, the Russian. Minister, declared that Russia will not participate in the Powers' demand for the execution of the ten provincial officials. A semi-official report from St. Petersburg states that there is a special treaty between China and Russia, which is solely intended to settle the conditions for the restoration of Manchuria to China. The "Times' " Pekin correspondent states that Japan has notified China that as Russia is receiving territorial and commercial advantages, Japan required an equivalent.
