SCHEME OF INDEPENDENCE
WASHINGTON, February 20
The Senate's Foreign Relations Committee have agreed to the amendment in the Army Bill authorising President, MeKinley to hand over Cuba to the Cubans as soon as a Government is established under considerations defining the relations of the United States recognising America's right to intervene in the preservation of Cuba's independence and the maintenance of goo'l government.
