Mr. Barton said the Ministry did not intend to make appointments to the judiciary until Parliament decided how it would mould the legislation which the Government would present. They were not going to be carried away by military aggression, but wanted to be able to say "whatever we expect the Empire to render in time of our need we are ready to render her as a matter of common fairness."
The "S3'dney Morning Herald" says, while Mr. Barton was not as definite as was anticipated, he made clear that he would submit a policy based on lines of a moderate protective tariff.
