M. LOCKROY'S OPINION
PARIS, March 19.
M. Lockroy. ex-Minister of -Marine, writing" to the newspaper "Patrie," states that war between France ami F.ngland is a. certainty in tlie future. He points out that in two years the French Naval Committee increased the expenditure on a naval basis to 01-]- million francs in France and six millions in Noumea.
