Mr Balfour created some surprise by announcing his Budget for nextMonday. This is interpreted as an intention to suddenly increase certain Customs and excise duties, also to increase the income tax, while borrowing to meet the bulk of the war char°*es ° LONDON, March 4. In consequence of the rumours with regard to an increase in Customs and Excise duties there has been greatclearances of wines, spirits, tobacco, and tea. "
