THE NEW HARBOUR WORKS.

Tn agreeing to the proposed Harbour improvements, a scheme of which was submitted to them ou the 6th inst.,the Harbour Board have initiated a very important movement, intimately affecting the future of this port.

The works proposed to be carried out by ths Harbourmaster and Foreman 'of "Works, and subsequently authorised by the Hoard at the, meeting, are. in effect- part, of those suggested by Air Napier Hell. They are the first instalment of the improvements which he submitted in his report, and will fit in with whatever extensions may in the future be undertaken in terms of Mr Hell's scheme. The latter in its entirety involved an expenditure of over £400,000, and included large reclamations. Mr Bell's estimate of the cost of immediate works was £193,000. The sum which the Harbour Board propose to spend is about £70,000. This, it will be seen, can only provide for about an eighth of the work which Hie completion of the entire scheme would necessitate, and will not go even half-way towards wdiat Mr Bell regarded as immediate Improvements. But the amount is quite as much as. under the circumstances, the Board is warranted in spending at the present moment, and will provide for all present necessities. The improvements contemplated will, in addition, have this special recommendation that they will be an integral part of a complete scheme.
