THE FEDERAL BILL,

Parliament was opened today. The Governor, in his. speech, referring to federation, said as soon as the Bill is accepted by all the other colonies it "Will be submitted to the local electors. Ministers were of opinion' that as at present framed the Bill was far less favourable to Western Australia than to other, colonies. The finance clauses needed most careful attention. He announced that the Government 'had resumed negotiations with the Imperial authorities with regard to establishing- a naval sta.tion at Albany. There are no startling proposals in the Bession's programme.
