ANOTHER FAILURE
PARIS, June 20.
M. Rousseau failed in forming a Ministry. General Drugere declined the portfolio of war. M. Krantz declined the portfolio of works, disapproving of the proposed punishment of officers of the Department for issuing orders of the day commenting on affairs. M. Rousseau intended to assume the portfolio of Minister for iWar and selected General Galifet as phief of the General Staff. .
