General Mercier addressed the French Fatherland League, affirming the independence of the court martial for thte retrial of Dreyfus, declaring that military , justice is the highest and most intangible institution in
France,
General Mercier describes himself as a standard bearer of the army, and promises to make a clean breast of his part, in the Dreyfus case at the Refines trial.
