CONSUL ROSE BLAMED.
LONDON, April 13.,
Germany has made inquiries as to the attitude of Britain regarding- the Samoa Treaty. . The British authorities are annoyed at the recent fighting1, which, it is' stated, adds to the complications. Consul Rose is blamed for not "supporting Chief Justice Chambers. Germany and America proposed to despatch the Commissioners on the I'.Uh inst., but the British Government would be unable to telegraph instructions in the interval. WASHINGTON, April 13. Sir Julian Pauncefote, the British Ambassador, and Herr Holleben, the German Ambassador, have expressed concern at the fighting. Colonel John Hay, the American Secretary of State, believes the fight-. ir.g will not affect the settlement of the trouble, and withholds the despatch of reinforcements.
