Consul Rose is blamed for not "supporting Chief Justice Chambers. Germany and America proposed to despatch the Commissioners on the I'.Uh inst., but the British Government would be unable to telegraph instructions in the interval. WASHINGTON, April 13. Sir Julian Pauncefote, the British Ambassador, and Herr Holleben, the German Ambassador, have expressed concern at the fighting.
