THE PREMIERS" CONFERENCE

MELBOURNE, February 2

The Premiers' Conference decided on the retention of 'Brnrtdcm's Riot.' its operation is limited to 10 years. when the Federal Parliament may alter it. An absolute majority of both Houses sitting' together was substituted for a three-iifths majority. The federal capital will be in New South Wales, but not within 100 miles of Sydney. The capital is to be federal territory. A national referendum is provided when a Jsill i's passed twice by either House, and either Chamber may ask for the referendum. The first Federal Parliament will be held in Melbourne.

The, Federal Conference inserted.a clause enabling the Federal Parliament to grant financial assistance to any State upon such terms as it might think fit. This provision is limited to ten years.
