HOSTILITY TO THE FRENCH.
RAILWAY CONSTRUCTION,
SHANGHAI, August 8. The French Admiral has asked for reinforcements at Kwang Chuan, on the ground that natives have taken up a hostile attitude. The Shanghai - Woosung Railway has been completed. It is stated that the Tsung LiYamen has ordered the Commissioner to return to the' Kirim district and purchase land for a railway, and allow the Russians to act conjointly with the local officials in settling the matter.
