M. Pavloff, tlie Russian Minister at; Pekin, demands that Chinese ships with British ofners shall not be allowed to enter Port Arthur. He offers to find money for the construction of the Northern 'Railway of Hongkong, and reqtiires the execution of a mortgage for the work.
