A NO CONFIDENCE MOTION
An amendment to the. Address-in-Reply is to.be moved by Capt. Russell as follows: —'We regret that YontExcellency's responsible advisers should have thought fit, without the authority of this House, and for a purpose not contemplated by it, to so largely exceed the specific appropriation of seven thousand pounds for construction of the-newlibrary, such action, 'being a dangerous subversion of tlini; control over public expenditure which exclusively belongs to this House.' All the Opposition are present with the exception of Messrs Duthie and 'Allen.
