JAPANESE MINISTERIAL CRISIS.
TOKIO, December 28.
Count Mattsukata, the Japanese Premier and the Marquis Saigo Minister of Marine have resigned. It is likely that the Count Ito, Premier at the time of the late war, wilt again become Premier.
