BRITISH AND FRENCH CLAIMS.
PARIS, November 1
A party is being formed in both the Senate and the Chamber of deputies, having for its object the defence of r reach rights in West Africa, also with a view to preventing the British from obtaining employment there. .It is suggested that the Emperor of Austria should act as arbitrator in connection with the rival claims of Great Britain and France.
