Constantinople, January 25; The Porte has issued a proclamation that Armenian converts are free to turn to their own faith.
London, January 25
The " Times " states that the Sultan is dejected, owing to the fact that the Moslems are supporting European demands, and it is reported he desires the Grand Vizier, Halil Rir'aat Pasha, to resign.
The Constantinople correspondent of the " Standard " "states that, despite the granting of amuesty by the Porte to Armenians, martial law prevails throughout the empire,
