CZAR AND EMPEROR.
IN COMPLETE ACCORD;
Berlin, September 8. The Czn and Emperor of Germany reviewed the Fifth Army Corps at Gorlitz to-day. The former rode in front of the troops. The Empress and Czarina were present in the carriages. The bands played the Russian anthem.
At a banquet later on the Emperor said, " The Czar is in complete accord with me in my endeavours to unite the European peoples."
