AN ARBITRATION DEADLOCK.
COLLIERS OFFERING FOR FOREIGN
PORTS,

Westport, this day. The Arbitration and Conciliation Board for the district of Weatland (Messrs G. H. Millar, M.H.R., Treaßman, Bailie and Kettle), havo been sitting here on and off for a week past, endeavouring to select a Chairman, bub have failed to do ao, as a dozen names of local men were suggested, bno objected to by one aide or the other. Several gentlemen to whom the Board would agree declined to acb, Tho Justice Department objected to tho Stipendiary Magistrate taking the position. The appointment will now be made by tho Governmenb. The business to bo brought before the Board ia a dispute regarding hewing rabea ab Cardiff, and the Westporb Coal Company's Collieries. Peter Segreo, carpenter of the barquo Cynosure, was remanded this morning, on charge of stabbing a coal miner named Scoble in a hotel yesterday.
Heavy rain and flooded rivers continue. There has been no communication with the counbry for several days; The VVestport Coal Company ia making a special effort to geb their Grimly Creek mine open by the Ist June. Several vessels are offering to load coal here for foreign parts.
