London, November 9. The "Times'" Constantinople correspondent bolegraphs that bhe diplomatists regard the position as unbearable. The Palace party are triumphing, and bhe Ministry are opposing reforms. An increase in the arrests of spies is reported, and there are many secret executions.
The Italian press reporb thab the Marquis of Salisbury haa proposed to the Powers to dismember Turkey. Speaking at Guildhall, Lord Salisbury stated fchab as regarded Armenia the latOßb news was that the Sultan was still obdurate, and whilo refusing to culminate ruin, he (Lord Salisbury) warned the Porte thab though bhe breaking up of Turkey, which Europe had hitherto averbed, would be appalling, yeb ib would be fatal bo presumo thab this would resbrain the Powerß from acting in some way. He eulogised the unity of tho Powers in their common aim in the direction of peace.
Constantinople, November 9. A conapiracy to remove the Sultan and proclaim Mohammed Reahad is spreading in the European provinces, and the Bulgarians are assisting in fcho movemenb. Owing to Kiamil's policy of conciliating Asia Minor, tho Sultan exiled him to Asvali. in Aleppo, forthwith, »bub six docbors having certified thab he was suffering from bronchitis, prevented the carryiug out of the ides. The Moslem plot to dethrone the Sultan is daily gaining strength. The populace are anxious and excited.
Ib is said 5,000 were killed ab Diarbekar. The Armenians have fled bo the open country.
