The Congresß, by an immense majority, decliued to censure the Parliamentary Committee for the non-ox.cubion of tbe Collectivist mandate of the Norwich meeting.
A resolution approving of the legal oighb hours excepb for miners was carried by 625,000 votes to 222,000.
