France suggests that Japan should limit the number of warships in Forr raosan waters, and refrain Irom establishing a large garrison in Pescadores. " St.Petersburg, May 8. The Russian Government is satisfied with the concessions made by Japan. The .government now regards the incident as closed, and has stopped the preparations for war.
