Telegkams from St. Petersburg assert;that Li Hung Chang has been authorised to offer Japan an indemnity, the payment of which is to be guaranteed by the temporary occupation of the Chinese territory now occupied by Japanese troops. He is also empowered to offer the cession of Faochow, Majicosima, Batan, Baduyan and Formosa, but is instructed to oppose the cession ot the Ljatong peninsula, although-the Chinese will agree to its being created a buffer State, if placed under the joint protection of Russia, France and Great Britain. :,, "f •' ' Shanghai, March 27. ■'•■ Cholera has made its appearance among the Japanese at Port Arthur. Forty cases are reported daily. Li Hung Chang is making favourable progress, but the bullet is not yet removed. • * Toeio, March 27. The Japanese are willing to agree to an. armistice provided the Chinese surrender Shanhaikwan and other points not yet reached. Li Hung refused to consent.
