FAIR TRADE MOTION REJECTED.
THE PENNY POSTAGE
London, March 16.
Mk Howard Vincent's motion affirming the principle of fair trade was rejected by a three to one majority. Mr J. W. Lowbher said all; tho selfgoverned portions of,the Empire, excepb Greab Britain and New Soubh Wales, had declared in favour of protectipn, and ib was necessary to granb bhe colonies reciprocal powers. In the House of Commons, Mr Arnold Morley, Postmaster -.General,- mentioned that the Governmenb had not moved in bhe matber of esbablishing a penny post bo bhe British colonies, because several of bhe larger and more imporbanb colonies were opposed bo bhe proposal.
