Christchorch, this day. De. Stewart, who was the medical officer connected with the Charitable _Aid Board and is now a member oE the City Council, opened his municipal career t>y ; taking ex-, ception to tho manner in which the aSair.-e of the Board are conducted. He alleged that patients wera disrespectfully trep/ted and tbeir allowances reduced, y/hile official salaries increased, and that members made a convenienco of the Board room for smoking, loafing, etc. Cr. J. T. Smith, who for three years represented the Council on.the Board, replied that members had enough courage,, honesty, and integrity to inquire into the charges it the Doctor would formulate the'asi. He(Cr. Smith) did not believe members used the Board-room for private purposes. Tho whole question of administration of charitable aid comes up ab the next Council meeting. . . .-''■■/ j
