THE COSTA RICA PACKET.
DEMANDS FOR COMPENSATION.
London, April 20. I.v tho House of Lord 3 to-day, Lord Jersey presented a petition from Captain Carpenter, with reference to the feizure of the barque CJoeta Rica Packet by the Dutch authorities.
Lord Kimberley, Secretary of State for the Foreign Department, said he liad instructed the British Minister in Holland to press the claims in regard to tho vessel, but ho hardly believed these representations would be successful.
In the House of Lords, Lord Jersey claimed thac the owners and crew of tho Costa Rica Packet should receive compeppation, and that an apology should be tendered to Gieat Britain for tbo insult to her flag.
Lord Kimberley admitted that Captain Carpenter had been unjustly treated, and i-aid it was a case of great hardship. The British Minister at tho Hague would strongly impress upon the Dutch Government tho necessity of compensating Cap:ain Caipenter.
Lord Jersey said friendly intercourse with foreign governments would be impossible if the example set by Hollaud in tho Costa Rica case was followod.
