SPEECH BY SALISBURY.
London, April 20.
Lord Salisbury, addressing a meeting of the Primrose League, declared that the Government, instead of jerrymandering in regard to the Registration Bill, ought to take steps to remedy the sufferings of the poor. He said he would not oppose judicious reform of the House of Lords. If that Chamber were made elective it would be able to insist on equity regarding the executive and finance, and the House of Commons would lose its supremacy.
