London, Soptember 3. The Miners' Fedoration is issuing a ballot asking the nion to decido upon three questions : (1) to agree to arbitration ; (2) resume at the old rate • or (3) accept paitial reduction. Miners in Notts aro stoaling sheop, apples and potatoes, in order to avoid starvation.
