SIAM APPEALING TO CHINA.

London, July 27. The Paris correspondent of the "Times" says that the French Government, following the precedent in Tonquiu, does not intend formally to declare war.
Admiral Freemanble has sent the Plover to join the Pallas, Linnet and Swift in the Menam.
Paeis, July 27.
The Foreign Minister of Siam haa informed M. Favie, the French Minister of Bangkok, that he was astonished that bhe reply to the ultimatum was regarded as a refusal. >
The French journals insist that ib is needless to declare war, as the operations are merely an act of police duty.
The Chinese Embassy has informed M. Develle that Siam has no territory east of Mekhong so far north aa the twenty-third degree.
If war is declared against Siam, it is expected that the Black Flag will attack TonquiD. France will occupy the islands in the Gulf of Siam, and has already seized Rangsamlin as a base of operations. The blockade will probably extend to the whole northern parb of the Gulf. The French cruiser Eclaireur will reinforce Admiral Humann.

The Russian .preas exhorts France to complete her work, and deatroy England's prostige in Asia.
Calcutta, July 26. The blockade of Bangkok begins on Saturday. Tho King of Siam has requested the assistance of China.
