| During the discussion at the meeting of the Colonial Institute on Mr F. P. De Labilliero's paper on "The Rise and Progress of British Federation,' Sir Lyon Playfair said that, in the event of war, the colonies would be helpless. Clouds xvore already looming in the distance, and ib was essential to unite for the defence of the i Empire. ! Professor Bryce said he hoped ib did not require war to secure the federation of the Empire, and trusted they would ajjroo on a scheme, and thus maintain the noblest political fabric iv the world, The Marquis of Lome said he thought it would bo bettor if the Agentß-Goneral wore to constitute the elements of the Imperial Council. He did nofc oxpecb, however, that the federation of the Empire would be roalised until after the Australian States hud federated. Sydney, January 12. The Federation resolutions have been passed by the Legislative Assembly by 54 votes to 7.
