AFFAIRS IN UGANDA.
London, October 8.
Captain Lugard, in a letter to the "Times" states that the commercial, political, and philanthropic interests of Uganda require its retention by tho British, Evacuation, he considers, will increase slavery and anarchy, also the massacre of Protestant natives. The retention of Uganda, Captain Lugard says, would be neither difficult! nor expensive.
