LORD CARRINGTON.
SPEECH AT LIVERPOOL.
HOME RULE WARMLY ESPOUSED.
London, February 11. Speaking at Liverpool, Lord Carrington said thab Home Rule lor Ireland was the first stop of a frank and fearless policy of uniting Great Britain, Ireland and the colonies, for the maintenance of common interests of defence and common rights.
He contended thab perfect self-govern-ment must prevail throughout the Empire, and declared that his criticism of Lord Knutsford's colonial policy was warmly approved in Ausbralia.
