The new Chilian Congress has empowered President Balmaceda to expend revenue according to his own judgment without submitting estimates, to procure money without the consent of Congress, to dismiss or appoint em ployees of or to any rank, to suspend free discussion and liberty of the press, and to organise military tribunals. Later. The Chamber of Deputies has authorised President Balmaceda to levy a forced loan of 20,000,000 dollars for war purposes. The theatres in Santiago are closed, and carriages are not allowed to drive about the streets after midnight.
