AUCKLAND PROVINCIAL PASTORALISTS' ASSOCIATION.
The paper which was read by Mr John Phillipaontho proposed tax onsfcailions wasa very able one, aroused jjroat intoroeb, anfi led to an animatod discussion. Mr Phillips had shown by several well-expressed arguments that it would be inadvisable to tax stallions. Ib would only hamper settlors, would raiao no revenue, and bo fur as ho could see vrould be quite U3ele.se in improving the breed of horses). A certain fee would still be charged for better or wor3e horees, and those who paid tho loseur would continue to do so. Mr Phillips supported veterinary Government inspection in show yards. Mr Gerald Peacocke differed from Mr Phillips with to tho tax, which ho thought would bo bonaficial. The Government had not actually proposed the tax, but was inviting opinions on tho subject. Colonel Carre spoko of the degenerate breed of horses, and urged that a tax would bo instrumental in improving ib by getting rid of tho scrubbers. Ho proposed that the Government should impose a tax of £20 on stallions. The money could bo handed over to agricultural sociaties to expend in eorvices of a good stallion. Tho motion was seconded -pro forma by Mr Atkin, tho secretary. An amendment was propo«od by Mr Kirkbrido, " That in tho opinion of this Association it is doubtful whother tho taxing of stallions would reaulb in any material benclit to the breeders of horsee, and thinks that unless [»reab caution were exercised it would nob only increase the number of official?, bub probably be harassing in its oliecbe on country settlers." Mr Wallace, of Manjjoro, seconded this. Several other members spoke against the tax, and tho amendment was eventually carried by a very largo majority.
